A California man who prosecutors said was on his way to Syria to join a Qaeda group was arrested on Monday near the Canadian border in Blaine, Wash., on a terrorism charge, federal officials said. The Department of Justice said in a statement that the man, Nicholas Teausant, 20, an American-born convert to Islam, had planned to cross into Canada and travel to Syria to join Islamist militants.
